Recent referendum in EU and Anti globalization movement started by Donald Trump in USA has bring globalization issue at central stage of discussion. Today world is more interconnected and interdependent than ever; global consensus and negotiations are not mere choices if you are part of network. However there are nations like North Korea who have made a policy choice to remain isolated and close so they are out from main course. Today with opening of Economy India is more globalized, a choice made by present government to play bigger role by adopting globalization. It can be understand as
Governance agenda– it is part of governance; major aspects of governance like trade, economical decision, political management, participation at international policies all are determine by political leadership and people choice as seen in BRIXIT case.
Majority voice- policy set by majority and that reflected in globalization issue also. Anti globalization movement is knocking today USA because majority of population have fear on immigration issue.
Need to time– as today majority of FTA, PTA and other international groups which are base of symbol of neo globalization are hard push by all nations. It is because all wanted to become part of it and maximize the benefit.
Indian government has accepted globalization movement and so engagement of Diaspora, participation in different international forums, opening new sectors for FDI, trying to have new Grouping like RCEP is part of Indian policy. However its dangerous aspects like terrorism, cyber threats, immigration issues, economic slowdown impact make it two sided sword for policy makers in any country.
Effective communication is cardinal to good governance. Do you agree? What role can e-governance play in this regard? Discuss.
Good governance has few bottom lines and effective and transparent communication integrated part of it. It can be understand as
RTI experience– of last one decade has ensured that governance is effective when proper, open, and effective communication reaches till last person in the country.
People participation– effective and regular communication through social media, Radio, newspaper, and website encourage youth participation on different issues. Overwhelming debate on Net neutrality policy was one example of it.
Build democratic setup– healthy parliament debates and discussion which is effective part of Parliamentary system is mandatory for Good governance. Today Indian parliament is avoiding discussions as we had after independence which is a cause of worry.
Persuasion– gets boost with good communication. Success of Give it UP campaign, people participation in Swach Bharat, Beti Bachao are few recent example of it.
International diplomacy– needs it as Champion of international relations, like USA have experts who are meant for maintaining regular communication at all forums for their national interest.
E governance today integrated part of good communication which can help by
Easy, faster, and easy to respond- Today in India 5 crore people have net connection, they can be link to governance in any language by using social media and other e platforms on various issues. Recent government survey on its major scheme is one example of it.
Disseminating information– on various governance issues from regional to international can be share through E platform. It increases transparency and trust.
Emergency help– in recent time Railway and foreign ministry has demonstrated e-channels can be used to help people in emergency.
India has huge potential to use E governance to increases effective communication as people are every day increasing in net reach and the demographic dividend will flourish in coming days.
Public policy is meant to serve the people effectively once it reaches at grass root level. Indian context policy looks sound and effective at macro level but gets stuck after implementation. Today policy need finder details to overcome following existing challenges
Involve stakeholders– minute details on policy need intensive negotiation, debate, suggestion from different stakeholders, and people participation.
Structural inefficiency– Major public policy get stuck because poor integration with government departments. Infrastructure project and land environment clearance is one example. Inter ministerial integration only solution for that.
Fail to achieve set targets– is major worry for any governance in India. Recent debate on black money which needed in-depth understanding before any public comment on issue is a glaring example.
One size fit all– Big ideas set by Planning Commission which did not suited to many states was major reason for its failure. New Body is expected to understand it and set detail contextual plan for states to push better implementation.
Contradiction in policy and implementation– policy makers set goals and objectives which seem difficult to implement and succeed at grass root level. This was the reason that new wave of cooperative federalism is now in discussion.
However in recent time all such challenges try to overcome by various methods like-
- Use of JAM trinity for implementing many welfare schemes
- App based services to citizens for real time information like GARV app for rural electrification monitoring.
- Switching planning commission to NITI Ayog
- Inter ministerial coordination through regular meetings under PRAGTI
Certainly Digital India movement and FFC fund devolution will further increase this reach to rural India and Panchayats for active micro level planning and implementation.
